Users have noticed strange behavior after installing the latest Windows 11 update: the system may restart two, three, or even more times before completing the installation. At first glance, it might seem like a bug, but Microsoft says this is expected and related to security.

The issue stems from the introduction of new Secure Boot 2023 certificates. These replace the older 2011 certificates, which are set to expire in 2026. Switching to the new security system demands extra installation steps, which is why some devices experience multiple restarts.

The process can vary based on PC configuration, so some users see a faster update while others go through several restart cycles. Microsoft stresses that this is a normal part of the process, not an error or hardware failure.

Users are advised to let the update run its course without interference. Interfering could cause system problems or weaken security. Without updated certificates, device protection is indeed weaker.

If actual issues pop up after the update, experts suggest using standard system recovery tools or uninstalling the latest update. In most cases, though, the multiple restarts are just a temporary phase, and the system will eventually return to normal operation.
